Papers include correspondence regarding his activities in support of Republican candidates, his law practice and family; correspondence and research notes for a proposed history of eastern Oregon bench and bar; newspaper clippings and political ephemera regarding campaigns; and a scrapbook regarding the 1909 Oregon Legislature.

Much of this unprocessed collection of Harris's papers consists of correspondence on political topics.
