Friends of the Reservoirs records
Scope and Contents
Records of Friends of Reservoirs, an organization that opposed the covering or burial of open-air reservoirs in Portland, Oregon, in the early 20th century. These include correspondence, including to city, state, and federal officials; materials relating to publicity and demonstrations; the case file for a lawsuit the organization and others filed against the city of Portland; records for a presentation at a 2004 hearing about the Mt. Tabor reservoirs; and records relating to attempts to designate the reservoirs as historic landmarks, including photocopies of historical documents. The collection also includes records from the Mt. Tabor Open Reservoir Replacement Project, and reports to and from the Portland Water Bureau or the City of Portland; many of these have handwritten annotations by Friends of the Reservoirs board member Steve Reinemer. Other materials in the collection include photographs, both print and digital; three clippings of political cartoons about the controversy around the reservoirs; and a DVD with footage from demonstrations in 2003 and a hearing in 2004.

Historical Note
Friends of the Reservoirs was an activist group in Portland, Oregon, that opposed plans by the City of Portland to cover or bury open-air water reservoirs on Mt. Tabor and in Washington Park. The organization was founded in late 2002, in response to plans to replace the reservoirs with underground tanks to protect water quality from contaminants or terrorist attacks. The group was successful in convincing the city council to delay plans to bury the reservoirs in 2004. The group also protested the city government's later efforts to cover or disconnect the reservoirs in compliance with a federal order. In 2015, the Portland Historic Landmarks unanimously approved a plan to disconnect the reservoirs, though the Mt. Tabor reservoirs remained filled with water for scenery purposes.
