Haggerty was a judge on the Multnomah County Circuit Court from 1990 to 1993 and a judge on the U.S. District Court of Oregon from 1993 to 2014, serving as chief judge from 2002 to 2009.

Research materials by John H. Hall, who studied and wrote on the life of John Minto (1822-1915), an emigrant to Oregon in 1844.
