St. Helens Pulp and Paper Company was founded in 1925 by Willard P. Hawley and Willard P. Hawley, Jr., of the Hawley Pulp and Paper Company in Oregon City, Oregon. Max Oberdorfer was the founding manager. Collection includes correspondence, 1925-1928, between Oberdorfer and the Hawleys regarding plans to build a new paper mill in St. Helens, Oregon.
