Packwood was a U.S. senator from Oregon from 1969 to 1995. Packwood resigned from his seat after the Senate Ethics Committee recommended his expulsion following an investigation of allegations that he committed sexual misconduct.

The photographs were taken or collected by Ernest V. Page in May and June of 1948.
