Martin served in the U.S. military from the 1890s to 1920s, attaining the rank of major general, and subsequently served as a U.S. representative and then as governor of Oregon. Ellis G. Hughes, who was Martin's father-in-law, was a prominent real estate attorney in Portland, Oregon.

He was defeated in the primary for the 1938 Democratic gubernatorial election and retired from politics after the end of his term.
