Biographical note

Frank E. Watkins (1877-1940) was a Portland, Oregon, real estate broker and director of the Multnomah Amateur Athletic Club. He also served as president of the Oregon State Motor Association from 1917-1918, served on the Portland City Council, and was chairman of the Portland Boxing Commission.
