Martin served in the U.S. military from the 1890s to 1920s, attaining the rank of major general, and subsequently served as a U.S. representative and then as governor of Oregon. Ellis G. Hughes, who was Martin's father-in-law, was a prominent real estate attorney in Portland, Oregon.

Poster for the re-election campaign of Oregon Governor Charles H. Martin (1863-1946). After serving in the U.S. Army, Martin was elected as a representative in the U.S. Congress in 1930 and 1932, and was elected governor of Oregon in 1934. He was defeated in the primary for the 1938 Democratic gubernatorial election and retired from politics after the end of his term.
