Martin served in the U.S. military from the 1890s to 1920s, attaining the rank of major general, and subsequently served as a U.S. representative and then as governor of Oregon. Ellis G. Hughes, who was Martin's father-in-law, was a prominent real estate attorney in Portland, Oregon.

Correspondence, property records, reports, and ephemera relating to Ellis G. Hughes and Charles H. Martin of Portland, Oregon. Hughes was a real estate lawyer. His son-in-law Martin was an officer in the U.S. Army, a U.S. congressman, and governor of Oregon from 1935-1939.

After serving in the U.S. Army, Martin was elected as a representative in the U.S. Congress in 1930 and 1932, and was elected governor of Oregon in 1934. He was defeated in the primary for the 1938 Democratic gubernatorial election and retired from politics after the end of his term.
