Abstract Pamphlets and brochures that were produced or distributed by Portland Disaster Relief and Civil Defense, and were mailed out in October 1960. Portland, Oregon's Disaster Relief and Civil Defense bureau was established in 1950 to help Portlanders prepare for possible nuclear attack. It successfully staged an evacuation of downtown Portland in 1955, and built an underground shelter complex in 1956.
