David E. Burgess papers

The papers reflect Burgess' work for the Concentrated Employment Program in the late 1960s, and his subsequent work on alcohol and drug treatment. The collection also includes an explanatory note by Burgess' wife, Mona Carolyn "'lyn" Horine-Burgess, explaining the use of an anti-Black slur in 1970s reports as a reclaimed term.
Concentrated Employment Program records
Records of a federally sponsored educational and employment program for low-income individuals in selected Portland neighborhoods. Collection includes project proposals and applications, contractor agreements, and budget reports and statistics.
