Digitized version of an announcement for a speech by George P. Riley to be given at Philharmonic Hall in Portland, Oregon, on April 26, 1870. Riley delivered his lecture not long after a “Ratification Jubilee" was held in Portland to celebrate passage of the 15th Amendment, which extended voting rights to Black men in the United States.
