He talks about opposition to the council’s first plans, particularly the lawsuit against the model building codes, and discusses his reasons for leaving the council in 1986. He speaks about his fellow council members, about interstate conflicts that affected the council’s work in the 1980s, and about the financial difficulties of WPPSS. He also talks about the development of the first NWPPC fish plan and discusses proposals to remove dams on the Snake River.
