Morgan represented Clackamas and Multnomah counties in the Oregon House of Representatives in 1949; was chair of the Democratic Party of Oregon in 1955; was Oregon Public Utility Commissioner from 1957 to 1959; and was a member of the Federal Power Commission in 1961.
