Biography

S. Richard "Rick" Rolf was born in 1955 and grew up in Pittsburgh, Pennsylvania. His family moved west when he was around 13 years old and settled in Ontario, Oregon. He earned a bachelor’s degree in international affairs from Lewis and Clark College and began working as an intern for U.S. Senator Mark Hatfield soon after. He later served as senior foreign policy advisor, chief campaign strategist and spokesman for the senator. While working for Hatfield, he attended night school at Georgetown University, where he earned a master’s degree. He also earned a master’s degree in public administration from Harvard. He is currently senior policy advisor for the Bonneville Power Administration and a Senior Fellow at Portland State University.
