The statement was written in response to criticisms of his position and claims that he had supported a filibuster of the bill. Lane was mayor of Portland, Oregon, from 1905 to 1909, and was a U.S. senator for Oregon from 1913 to 1917. Lane opposed the United States' entry into World War I, and he died while in office.
